The City Government of Parañaque has tapped Union Bank of the Philippines (UnionBank) for the fast, convenient, and accessible online disbursement of the P200 Million Paraña-cash Covid-19 Assistance Program. The City recently signed a Memorandum of Agreement (MOA) dated 3 July 2020 for the use of UnionBank’s EON account for the convenience of all qualified beneficiaries of the city,
“The signing of the MOA realizes our goal to make disbursements of cash aid in this time of pandemic fast and efficient. The use of online disbursement is a game changer that will change the way we deliver our services to the public,” Mayor Edwin L. Olivarez said.
The EON account comes with the EON VISA Card which enables the beneficiaries to withdraw the City’s P5,000 cash aid per household from any ATM nationwide or payment for purchases in any online merchant establishments or utility bills.

Atty. Melanie Soriano – Malaya, Chief BPLO and City Data Protection Officer (DPO) further said: “This partnership is hitting two birds in one stone. By using online disbursement for Paraña-cash, we are contributing to the government’s goal to promote the digital economy. More importantly, we are also improving the City’s responsiveness on various online government services in accordance to data privacy and protection law.”
The Paraña-cash Covid-19 Assistance Program worth P200 Million is one of the strategic initiatives of the local government to cover “left-out” households who have not received any cash aid from any of the national government’s assistance program such as SAP, 4Ps, DOLE-CAMP, DOLE-TUPAD, TNVS, and SSS-SBWS.
With the MOA signed with Union Bank, the City Government looks forward to implementing the most expeditious means of distributing the SAP to the beneficiaries while complying with the health and safety protocols of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID). Mayor Olivarez has repeatedly emphasized that digital electronic disbursement through transaction accounts, like bank or e-money accounts undertaken by duly authorized financial service providers (FSPs) is the most expedient way to accomplish this task.
